English Language Learning

Norfolk Public Schools is a K–6 district committed to creating welcoming and supportive learning environments for multilingual learners/English learners. Our English Learner Program is designed to help students strengthen their English language skills while continuing to grow academically across all content areas. We currently use a variety of instructional resources and programs, including Pearson Language Central, Equipping ELLs, Lexia Core5, and UFLI Foundations, to provide differentiated and targeted support based on individual student needs.

All multilingual learners/English learners are placed with SEI-endorsed classroom teachers who use sheltered English immersion strategies to support language development throughout the school day. Teachers thoughtfully scaffold and adapt instruction to help students access grade-level learning and build confidence as learners. In addition, students benefit from the multilingual learner components embedded within the district’s core curricula, including HMH Into Reading and Amplify Desmos Math.

English learner services may include small-group instruction, co-teaching within the classroom, and targeted language support tailored to each student’s proficiency level and learning needs. Instruction focuses on developing students’ listening, speaking, reading, and writing skills in English while building background knowledge and supporting success in literacy, mathematics, science, and social studies. Our goal is to help all students feel supported, connected, and successful as they continue to develop their language skills and thrive in school.
