Key Milestones
2000 School Committee commissions study to evaluate the replacement and/or renovation of the Freeman-Centennial School.
2002 Feasibility Study completed; recommends replacement.
2002 Massachusetts School Building Assistance stops accepting applications for new projects.
2004 July 28 -- SBA becomes MA School Building Authority (MSBA) under Massachusetts Treasurer's Office.
2004 Norfolk School Building Task Force (SBTF) formed to prepare application.
2007 July 1 -- MSBA begins accepting applications.
2007 SBTF completes application and Statement of Interest. Submitted to MSBA.
2007 November 28 -- MSBA approves Freeman-Centennial project for Feasibility Study phase.
2008 Norfolk Town Meeting approves funding the Feasibility Study & Preliminary Design.
2008 July 8 - Board of Selectmen establishes Norfolk School Building Committee.
2008 November 17 - Norfolk School Building Committee & MSBA select Joslin, Lesser + Associates as Owner's Project Manager.
2009 March 29 - Norfolk School Building Committee & MSBA select Flansburgh Architects as the project architect.
2009 New Feasibility Study completed - recommending new construction over renovation option - submitted to MSBA. Project estimate:
2009 July 29 - MSBA approves Feasibility Study and set reimbursement rate at: 53.16% state share, 46.84 % local share.
2009 November 10 - Norfolk Town Meeting approves funding of local share ($ ).
2009 December 8 - Voters approves debt exclusion override for local share.
2010 June 60% Design Completed. RFP for Early Site Package
2010 Summer - Early site work performed (fencing, access roads, temporary parking)
2010 September - 100% Design Completed. RFP for Construction
2010 - Fountaine Brothers Incorporated (FBI) awarded construction contract.
Construction Begins
Norfolk School Committee names building: Freeman-Kennedy School.
Groundbreaking Ceremony
2012 School Opened, September
Funding Sources
State Funding
The Massachusetts School Building Authority will fund a minimum of 50% of the Feasibility Study and Schematic Design Phase.
Local Funding
The Town of Norfolk appropriated funds to cover its remaining share of the Feasibility Study and Schematic Design Phase.
9/09 Update: Norfolk residents' share of the project will be 46.84% of the MSBA project cost.
Grants
Additionally, the Norfolk School Building Task Force secured a $50,000 grant from the Massachusetts Technology Collaborative (MTC).

The Norfolk School Building Committee will continue to pursue additional grants.
